BRIEF HISTORY

It resulted from a tragic structural failure at an apartment building in Berkely in 2015.  The failure sparked an investigation of the balcony structure.  The investigation determined that the primary cause of the collapse was a result of rot in the lead bearing wood joist projecting from the wall.  As a result, the state of California began the process of trying to prevent something like this from happening again, as such the SB 721 was created.

This applies to landlord of buildings with three or more multi-family dwelling units with Elevated Exterior Elements (EEE) intended for human occupancy more than six feet above ground level.

The first inspection is required to be completed by January 1, 2025, and then inspection will need to take place every six years after.

Exterior Elevated Elements are all elevated decks, balconies, landing, stairways systems, walkways, guardrails, handrails, or any part the roof that are exposed to weather and with a walking surface more than 6 feet above grade or ground.
